He is part of the same gang with Gus and Shade, their entourage is the "Ghost Station". Appearance: Chuck stays in his steam-powered wheelchair all the time and even moves around in it. Perhaps his legs failed, because, according to one theory, he was hit by a train. In the animation for the September 2023 update, he turns the handrails of the wheels for his movement, like a person sitting in a manually operated wheelchair.
